You will serve as a REGIONAL UTILITIES PROGRAM MANAGER in the Naval Facilities Engineering Systems Command, Mid-Atlantic
(NAVFAC MIDLANT), Norfolk, Virginia, Public Works Directorate, Utilities Management (UM) Product Line of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will manage the unique custom a computerized program, including data base structures, screen and report formats, report generation, data manipulation and modification methods and procedures.
You will communicate information in a clear, succinct and organized manner and prepare written correspondence and other documents.
You will develop deadlines and priorities for completion of projects.
You will independently plan and carry out work, developing methods and detailed procedures, according to official directives, experience,
knowledge, and personal judgment.
You will evaluate problems and situations with complex requirements and understands that proposed solutions may have serious consequences to recipients, stakeholders, etc.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Provides program management and oversight of utilities programs; 2) Maintains training plans for functions within utilities programs within the billing and allocation group and the PWD staffs; 3) Performs quality control and recommends improvements on utilities billing processes including CIRCUITS allocations, utility provider bill payments, and acquisition of customer funding and 4) Ensures that monthly bills and allocations are processed in a timely manner.
