Duties
The incumbent acts as a subject matter expert (SME) in the architectural design, logic and data flow of Defense Automatic Addressing System (DAAS) interdependent systems.
Provides technical guidance to small and/or large groups of technical peers through the start and completion of assigned information technology (IT) and Automated Information System (AIS) projects.
Performs project, program, and program analysis.
Assist with project work and participates in process reviews to ensure that all work and processes follow DAAS adopted Change Management (CM) practices, security policies, and accepted application development standards.
Develop and present technical briefings and In Process Reviews (IPRs) to upper management.
Perform specification and requirement analysis, feasibility and economic studies concerning proposed engineering changes and provide alternative solutions to current or newly requested processing requirements
and provide to management the benefits derived, cost and risk assessment, resources required and course of action to implement the best alternative solution.

Qualifications
To qualify for an IT Specialist (APPSW/SYSANALYSIS), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Participates in the development of application programs, databases and systems architectures, network architectures and procedures that may constitute significant departures from established practices.
- Participates in a variety of software engineering and development assignments providing support and technical guidance to the project team.
- Reviews and monitors operation of current programs and related systems to ensure overall system health, functionality and efficiency.
- Provides technical review over assigned projects related to Commercial Off the Shelf (COTS) and Government Off the Shelf (GOTS) software.
- Develops formal and informal training on application software such as GOTS, COTS, Original Equipment Manufacturer (OEM) and 3rd party software.
- Provides technical expertise support and works closely with OEM and 3rd party vendors to resolve related product issues.

generate and evaluate alternatives, and to make recommendations.
