This position is located in the Florida Caribbean Consolidated Patient Account Center (CPAC) in the organization of the Chief Finance Officer with the incumbent serving as a Lead Financial Administrative Specialist in the Accounts Management Division. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.
Duties

Duties include but are not limited to:
Serves as a coach, facilitator and/ or negotiator in coordinating team initiatives.
Ensuring the Consolidated Patient Account Center's strategic plan, goals and objectives are communicated to team members.
Leading team members in identifying, distributing and balancing workload and tasks.
Actively contacts and pursues insurance companies and third party payers to expediate collections.
Analyzes payments received to ensure payments are consistent and in accordance with the specific insurance policy.
Determines when referrals are appropriate for further collection actions.
Training or arranging training of team members in methods and techniques of team building.
Establishes and maintains working relationships with others throughout the organization.
Identify opportunities to improve customer service and quality.
Reviews information related to all debts.
Work Schedule: Monday - Friday, 8:00am- 4:30pm, Full- Time

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include by not limited to:
Communicates assignments to team members including deadlines and time frames for completion.
Monitors and reports on status of work progress; ensuring quality and deadlines are met.
Performs follow up and analysis on third-party receivables, co-payments, and payment postings.
Provides explanation of accounts by phone or correspondence in a courteous and respectful manner to customers.
Determines course of action to maximize recovery from insurance carriers

Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Lead Financial Administrative Specialist position.

Physical Requirements: Work is sedentary although some movement, lifting, and stooping is required when using files or delivering documents. Requires long periods of interaction at computer terminals.
