This position is part of the, African Development Foundation. The incumbent will be responsible for reviewing and assessing projects proposed for funding to ensure they comply with USADF's technical, financial, and due diligence requirements as well as the Agency's policies and administrative procedures and processes.
Duties
Performs the grants management system processes of grant initiation to grant approval and the procurement system processes of grant financial approval.
Assists in collecting data and maintain spreadsheets to demonstrate the extent to which projects re contributing to the achievement of the country's development.
Drafts and submits project descriptions and Congressional Notifications.
Recommends changes in the pre-application stage and application stage to partner to ensure quality, impactful projects.
Conducts program evaluation, including monitoring and assessing awardee performance using established standards and criteria to measure program effectiveness, and drafting performance measures.
Serves as liaison with external customers, recipients, and awardee community to clarify, interpret, and resolve a variety of different issues.
Identifies innovative and high impact grants in assigned portfolios and prepare write-ups highlighting grantee success stories.
Qualifications
One year of specialized experience equivalent to at least the GS-07 level in the federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience independently performing duties and responsibilities that involve analytical work related to grants and cooperative agreements that support the program and customers.

B. Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LLB. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
