The Lead Program Analyst/Data Manager is responsible to provide the Associate Chief of Staff for MH&BS and Service Leadership with specific recommendations consistent with the information collected and the analysis performed. The position interacts with the Service Chief's, Program Manager's, and others as appropriate regarding issues such as: special projects and tasks, coordination of service policy, design, and implementation.
Duties
Manage resources allocated (including personnel, funds, equipment, and space) to successfully complete tasks, projects and duties assigned, or resolve problems and delays in a timely, professional manner. A partial listing of general assignments, duties and projects includes, but is not limited to assisting Senior Leadership/the Administrative Officer/Staff with: Analyzing, evaluating, advising, and coordinating the daily operations of ongoing Mental Health Initiative (MHI) care delivery and other assigned operations for mental health and participates in long-term planning for those delivery systems. Ensure the completion and execution of the reporting associated with MH Initiatives.
Coordinates the implementation of MHI and other assigned program evaluation processes for MH&BS.
Serving as liaison with the other Services and organizations for all MH&BS administrative issues.
Administering programs (i.e., EEO, Merit Promotion, labor management, space utilization, workload projections, mandatory training, etc.)
Serving in a leading position and working with the health sciences staff of the Service assigned to clinical chart review and reporting, patient data collection and reporting.
Collecting statistical reports and data and reporting on Services performance improvement initiatives.
Compiling and retrieving workload and other information for the presentation of clinical provider profiles.
Monitoring and ensuring other services compliance with National Service organization recommendations.
Preparing Management Reports for leadership review.
Serving on several service and hospital wide committees and teams, etc. At times may be required to initiate projects and/or chair some of these committees relating to medial center/MH initiatives.
Assists the Senior Staff with the implementation and execution of the Performance Measures Improvement program for MHI and other assigned programs within MH&BS and other Services.
Assists in resolving issues and problems arising from accomplishing these operations.
Responsible for maintaining and completing the MH&BS staff competencies and evaluations for those directly supervised.
Work Schedule: Monday - Friday, 8AM - 430PM

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent . A transcript must be submitted with your application if you are basing all or part of your qualifications on education.t doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Graduate School. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Physical demands involve walking, standing, bending and prolonged periods of sitting. The work is mostly sedentary; however, it occasionally requires carrying files, paper and supplies.
