Duties
Analyzes, designs, documents, develops, integrates, modifies, tests, installs, implements, and supports new or existing Commercial off the Shelf (COTS)/Government of the Shelf (GOTS) to include: order fulfillment, financial management,
planning, procurement and technical/logistics business processes, IT security principles and methods; systems testing and evaluation principles; methods and tools; and workplace collaboration.
Evaluates management and user requirements.
Develops procedural instructions in the implementation and operation of new/revised systems.
Develops and provides user training for customers/end users to define requirements.
Evaluates and test software products by assessing the likely impact of change (s) on the rest of the system.
Evaluates and advises on alternate automation approaches.
Prepares and presents studies, reports, and briefings and participates in teams or ad hoc groups working towards a common goal.
Represents the organization in interactions with other organizations.

Qualifications
To qualify for an IT Specialist (APPSW), your qualifications must include:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include:
Designs applications to meet security and privacy requirements.
Prepares Software Test Descriptions and test data for Computer Software Configuration Item (CSCI) Testing.
Participates in developing and executing a comprehensive test plan and data covering all levels of testing to ensure the integrity of the database and data movement.
Uses a variety of application programming languages (e.g. ABAP, JAVA, BW BEx Analyzer, Crystal Enterprise/Crystal Reports, E-GATE, C, C++, COBOL, Microsoft Visual Studio NET, AllFusion Gen, Cold Fusion, etc.) and programming tools to write/modify applications, interfaces, extensions, reports and forms to satisfy user requirements.

- GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
