About the Position: You will serve as a Management and Program Analyst (Cyberspace Operations) and will participate in the planning, coordination, synchronization, and integration of Cyberspace Operations (CO) into organization plans, exercises, and operations. This position is located at USSOUTHCOM in Miami, Florida.

Duties

Plans, synchronizes cyberspace resources, and utilizes offensive and defensive measures for the command’s execution of Cyberspace Operations (CO) to deter, disrupt, and defeat adversaries in cyberspace terrain. Makes recommendations regarding the preparation and presentation of oral and written briefings and reports to senior leadership/management officials on complex and controversial Cyber Operations related issues. Participates in Cyberspace meetings/work groups/operational planning teams (groups), and conferences and provides technical expertise, analysis, and advice the organization regarding a wide range of issues dealing with Cyberspace Operations. Responsible for the initiation, integration, planning, direction, coordination, and synchronization of CO activities across the organization to include Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO), and DODIN Operations. Acts as a Cyberspace Operations planning representative and provides Subject Matter Expertise (SME) support, in command directed Operational Planning Teams and Working Groups, along with Security Cooperation SME engagements with partner nations. Prepares Task Orders to employ cyber defensive maneuver forces to protect MRCT, and to deploy Joint CCMD Cyber Assistance Team (JCCAT) teams in support of Cyber Security Cooperation with partner nations. Provides deliberate and concise crisis action planning support to the SCJ38 / Joint Cyber Center (JCC) and HQ USSOUTHCOM senior leadership by providing situational awareness with a main focus on contingency operations active in the USOUTHCOM Theater. Provides technical assessments addressing offensive cyberspace operations to include Special Technical Operations (STO) associated with established operations and contingency plans. Participates in the integration of Cyberspace Operations in exercise design, and building Cyber-related events to ensure the audience is trained in conducting all forms of Cyberspace Operations. Oversees cyberspace-based symposia, and/or conferences with partner nations, DoD and other USG Cyberspace communities and represents the organization in collaboration with other internal and external organizations. Identifies areas where USSOUTHCOM cyberspace capabilities can assist and enhance Cyberspace missions throughout the AOR, ensuring synergy between warrior skills and cyber skills.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • A pre-employment background investigation that includes contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
