This position is located within the Office of the Associate Director of Plans and Operations Department of the Captain James A. Lovell Federal Health Care Center. The FacilityPlanner/Strategic Planning Manager manages the conduction of and engaging in data extraction and analysis, strategic planning development/implementation and completing special projects as assigned.
Duties
Establishment of procedures for ongoing documentation of all planning meetings, task forces, study groups, and any communications internally or externally concerning medical center planning
Monitoring and evaluation of all VACO funded program initiatives that are implemented locally
Maintaining records of all decisions made and documentation of medical center wide input into all planning decisions at all levels of the facility
Tracking resource utilization and workload levels for all VACO funded program enhancements and/or new programs.
Annually reviewing the various plans to include the VA contingency Plans, the National Disaster Medical System (NDMS) Plan, Facility Master Plan and the 6 year plan.
Preparing responses to reports, surveys, requests for information and other correspondence required by VACO, VISN, regulatory bodies, Medical Affiliates or community organizations. This involves soliciting, analyzing and evaluating data from clinical and administrative service chiefs and subsequently synthesizing this information comprehensive statistical and/or narrative reports.
Serving on and/or advises Medical Center Committees: Strategic Planning Committee, Master Planning Committee, Facilities Project and Coordination Committee, Space Planning and Utilization Committee, FOP Management Team and other committees as assigned
Directs technical advisory groups, task forces or special study groups involving medical center- wide elements and subsequently develops recommendations to improve effectiveness and efficiency of operations.
Manages the formulation and development of organizational strategic plans in alignment with VISN and VHA strategic plans.
Manages and administers VA/DoD capital policy, manage major/minor construction projects, equipment, leasing, enhance-use leasing and VISN five-year capital plan.
Develops written responses to congressional and VACO inquires on behalf of the Director, Network Director and program managers.
Reviews proposed organizational changes requiring establishment,
consolidation, transfer, or regrouping of functions for one or more Directorate/Service/Service Line Directors or sub-organizational units. Analyzes and evaluates organizational staffing and functional structures to determine best practices in terms of meeting organizational objectives.
Recommends and implements administrative decisions directly affecting strategic planning program/office, special project assignments (Clinical and Administrative) and Strategic Capital Investment Planning (SClP), Health Care Planning, Model (HCPM),
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 7:30am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Applicants must meet the Individual Occupational Requirement(IOR) described below:
Undergraduate and Graduation Education: Major study -- Hospital Administration, Public Health Administration, or related fields such as Business or Public Administration with course work in Health Care Administration. Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to the basic requirement as stated above the following is the experience requirement to qualify at the GS-11 and GS-12 grade levels in this occupation.
GS11- Specialized Experience: You musthave at least one year of specialized experience equivalent to at least the GS-09 level in the Federal service. Examples of specialized experience would be experience that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position and which is typically related to the work of the position to be filled. Specialized experience may include: obtains and maintains consent forms or regulatory records; gathers, analyzes, and reports statistical data; analyzes processes and documentation to ensure compliance with all technical regulatory requirements and information safety regulations; uses automated system to construct and prepare documents, flowcharts and graphs; understands plans, policy, procedures and requirements of healthcare delivery systems. ~OR~

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related TRANSCRIPT(S) MUST BE SUBMITTED IF EDUCATION IS BEING USED TO QUALIFY. ~OR~

GS12- Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-11 level in the Federal Service. Specialized experience is defined as experience which equipped you with the particular knowledge, skills, and abilities required to perform successfully the duties of the Health System Specialist, and that is typically in or related to the work of the position? Examples of specialized experience include: understands written plans, standing operating procedures, policies and procedures; constructs and prepares documents, operation orders (OPORD), operational flowcharts, models and graphs using automated system; reviews, coordinates and monitors implementation of policies governing the program area; understands local directives and guidance; knows how to maintain program records and how to prepare and submit reports; develops information papers and briefings.
