This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Manager (Assistant Program Manager Acquisition) position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PMO I2S Product Lead, Tactical Network Intialization and Configuration (PDL TNIC), located in APG, MD.
Duties
Manages/directs technical and administrative personnel in project management activities.
Defines, develops and sets strategy and policy for accomplishment of assigned objectives.
Provides oversight and coordination of all support organizations, collocated and non-collocated matrix engineering, IPT memberships, and systems and support contractors.
Develops plans which affect the organization’s long-range goals, objectives, and directions and require an analytical approach in order to forecast future trends and results.
Makes extensive use of technical resources external to the immediate project office, initiates, plans, and directs a variety of activities critical to mission accomplishment.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Business travel required up to 25% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.

NH-03-Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Develop various network engineering deliverables to include but not limited to; IP Addressing Plans, Telephony Numbering Plans, and Network Configurations Files; 2) Troubleshoot complex network faults for systems required to provide connectivity and interoperability; and, 3) Create input source and configuration file requirements for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11).
