You will serve as a FINANCIAL MANAGEMENT ANALYST in the DDG(X) Program Office (PMS 460) of Team Ships, Ships and Surface Warfare Engineering Directorate (SEA 21) of PROGRAM EXECUTIVE OFFICE SHIPS. You will provide oversight and management of research, development, systems integration, design, construction, testing, Fleet Introduction, lifecycle support, disposal and FMS transfer of current and future combatant, amphibious and auxiliary ships, boats, and craft.
Duties
You will employ expertise for the financial management rules and regulations, appropriation laws, budget formulation and execution for multiple appropriations.
You will develop, defend, and execute program budgets through the Programming, Planning, Budgeting and Execution (PPBE) process in accordance with fiscal guidance, Navy policies, priorities and program acquisition strategy.
You will utilize automated financial systems to analyze financial data, including obligations and expenditures to ensure efficient and effective execution of program budgets, formulated spend plans and resolve financial management problems.
You will plan and execute program budgets to include budget development and tracking, POM budget preparation and Coordination.
You will lead, plan and continuously improve processes needed to meet obligation and expenditure goals.
You will manage financial execution and budgetary resources interacting with stakeholders, such as field activities, PARMs and other executing activities.
You will advise the best course of action to accomplish goals in accordance with prescribed priorities, time limitation, funding and other resource limitations.
You will employ expertise in NAVSEA Enterprise Resource Planning (ERP) execution and other budget/financial tracking systems (PBIS, EDW, ADVANA, COBRA, NEPS, etc.).
You will provide a wide range of substantive oral and written presentations and reports to internal and external stakeholders.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: creating or developing products in support of the planning, programming, budget and execution (PPBE) processes for programs or projects.
