You will serve as a PROGRAM ANALYST in Code 300N.5, the Nuclear Regional Maintenance Department (NRMD) of PSNS and IMF.

Duties

You will evaluate Quality Performance System (QPS) data, Deficiency reports, Discrepancy Logs, Audit Action records, Rework Reports, and other Inspection Verification Reports in support of process improvement programs. You will analyze, validate, and identify ways to improve the function and activities associated with QA data collection. You will recommend appropriate actions to resolve instances of program noncompliance and reverse adverse trends. You will review, analyze, and evaluate other sources of data as may be assigned as indicators of program performance and compliance. You will coordinate continuous process improvement initiatives as assigned, and coordinate department level audit responses. You will collect, review, evaluate, analyze, and categorize Quality Performance System (QPS) data, Deficiency reports, Discrepancy Logs, Audit Action records, Rework Reports, and other Inspection Verification Reports data. You will enter data into an organized record keeping/data base system developed and maintained by the incumbent of this position. You will prepare and issue a weekly, quarterly, and yearly assessment report for all established programs. You will instruct and advise all levels of workers and management in program requirements. You will act as an advocate for department programs and implement policies established by higher levels. You will apply oral and written communication to prepare and present evaluations and recommendations regarding complex issues including the preparation and presentation of reports, proposals, charts and graphs, etc.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

TO QUALIFY FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing process performance data to identify program effectiveness or non-compliance for the improvement of established programs in support of an organization. TO QUALIFY FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Maintaining record keeping or data base systems to formulate reports for the identification of program effectiveness or non-compliance in support of an organizations program goals. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
- Successful completion of a Ph.D. or equivalent doctoral degree.
- Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
- Successful completion of an LL.M. degree that is related to the position being filled.
- A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.

GS-09:
- Successful completion of a master's or equivalent graduate degree.
- Successful completion of two full years of progressively higher graduate level education leading to a master's degree.
- Obtaining an LL.B. or J.D. that is related to the position being filled.
- A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
