You will serve as a Financial Management Analyst in the Business & Financial Operations Department of NAVAIRWARCENAC DIV.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests.
You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations.
You will utilize knowledge of concepts, principles, practices, laws, and regulations in relation to budgeting and financing.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities, in addition to using financial systems.
Requirements

- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
FOR GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Formulating budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities;
2) Developing, recommending, interpreting and implementing budgetary and financial policies;
3) Implementing internal controls and providing advice on effective and efficient methods for the acquisition and use of funds to support an organization's programs and activities; and
4) Utilizing advanced/comprehensive knowledge of the concepts, principles, practices, laws and regulations of budgeting and finance.
FOR GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Performing complex fiscal, accounting, and financial management tasks in addition to using a variety of financial systems;
2) Knowledge of the concepts, principles, practices of budgeting and finance; and
3) Analyzing and recommending costs and benefits of alternative methods of financial management of an organization's programs and administrative operations.
