About the Position: Serves as Budget Analyst at the United States Army Marketing and Engagement Brigade (USAMEB), perform full range of analysis functions in budget administration, planning, execution and fund control.

Duties

Develops procedures to improve budgetary processes, policies, and regulations. Analyzes effects of cost changes in relation to expenses for financial forecast. Act as Alternate Program Coordinator for the Government Travel Card and Defense Travel System (DTS) program to ensure continuous coverage. Perform budget administration functions to execute annual appropriated fund budget for a major organization. Develop budget request for upcoming fiscal year.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty Travel - Approximately 25%
  • Financial Management Certification Level 2 required in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F - Financial Management, Section 1051,amending 10 United States Code, Section 1599d.

Specialized Experience: One year of specialized experience which includes (1) preparing annual operational budget for assigned organization; (2) creating financial reports to monitor funding requirements; (3) providing financial and technical guidance to managers; and (4) utilizing budget concepts and procedures to forecast the budget. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies, and Principles of BudgetDecision SupportFinancial Management Systems Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
