You will serve as a NAVY DOCTRINE LIBRARY INFORMATION MANAGER in the DOCTRINE DIVISION of NAVY WARFARE DEVELOPMENT.
Duties
You will analyze and evaluate Navy doctrine information management requirements.
You will stay abreast of Department of Defense and Department of the Navy information management policies and architecture and recommend Navy Doctrine Library System/program action required to comply with requirements.
You will recommend functional requirements for information technology systems used to develop, distribute and maintain Navy doctrine.
You will develop plans of action and milestones, statements of work, and performance and quality assurance standards for projects to be contracted.
You will develop program briefs to keep NWDC leadership and partner organizations abreast of Navy doctrine information management.
You will ensure that classified documents and media processed by the library are processed and controlled per governing security regulations.
You will function as contracting officer representative (COR) and/or technical advisor (TA) for contacts.
You will supervise three GS-11 Technical Information Specialists that carry out the Doctrine’s Department’s Navy doctrine dissemination and recordkeeping functions.
Requirements

- You will be required to obtain and maintain an interim and/or final Secret/NATO security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning work to be accomplished by subordinates.
Experience leading small teams in management of information and technical projects.
Experience developing or improving computer services and products used for accessing, organizing, and disseminating information to a diverse audience.
Experience solving complex problems associated with information management.
Experience assessing effectiveness of information systems and media products and making recommendations for improvement.
Experience monitoring contractor performance and perform quality assurance on contractor-delivered products and services.
Experience with and understanding the network capabilities and limitations of Navy customer organizations both afloat and ashore.
Experience and skill in oral and written communications to communicate effectively with activity management, government agency officials, Navy personnel, private sector, and contracting officials.
Experience preparing and presenting reports and briefings.
