This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Manager (Foreign Military Sales), DJ-0340-4 position is located in the Warfighter and Futures Integration Division within the DEVCOM Analysis Center.
Duties
Developing policies, procedures, and plans or results in unique products that provide tools or resources for broad application and are significant to the success of key mission programs affecting the organization.
Applies extensive knowledge of different functional programs and program planning, evaluation, analysis and budgeting techniques, and presents, analyzes and verifies data, techniques, methodologies associated with program development.
Interprets laws, rules or regulations in order to develop implementation strategies and applies critical and
independent judgment in making compromises to satisfy complex requirements.
Represents the organization on teams or committees outside the organization, developing new policies, approaches or techniques that impact beyond the scope of the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires pre-employment financial disclosure and annually thereafter.
- This position is subject to a three year probationary period unless the appointee has previously met the requirement.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties that include:1) executing a program involving the Joint Technical Coordination Group for Munition Effectiveness (JTCG/ME) support to Foreign Military Sales (FMS), 2) documenting technical analyses in presentation or technical report formats; and 3) collaborating with cross functional team members in areas such as budget, technical, program management or administrative personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-13).
