This position is located in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Directorate of Administration and Management, Office of Employee Safety and Health (OESH). The position provides coordination of the medical requirements and qualifications program, and other occupational safety and health issues of the mining community.
This position is inside the bargaining unit.
Duties
Works cross-functionally to support OESH actions throughout MSHA, including conducting data analysis in support of safety and occupational health decision making, developing briefs, providing safety and occupational health training, and serves as the OESH Contracting Officers' Representative (COR).
Reviews and evaluates safety and occupational health status and trends; identifies areas in which program goals are being met, as well as problem areas where attention may be required.
Prepare formal written reports on the impact of new regulations or proposed changes on program and organizational effectiveness, personnel, and administration of subordinate activities.
Develop implementation plans for management improvements to ensure the continual improvement of the administrative functioning of the employee safety and health issues as they relate to the Medical Qualification Program.
Serves as an MSHA contact between management, employees, DOL, OASAM regional offices, employee representatives and members of the medical community involved with the MSHA Medical Review Program.
Ensures the agency and medical providers are complying with OSHA standards for testing. Respond to inquiries and administrative problems brought to OESH by MSHA staff, DOL, Congress, and Federal and State industry officials.
Coordinating correspondence to employees and program areas regarding employee medical results.
Reviews and analyzes MSHA's occupational health and compensation related programs as it relates to the employees' medical qualifications.
Participates in reviews of special investigation case files, forms, and decision documentation submitted by the Regional Personnel Offices (RPO's) as necessary.
Conducts and participates in program audits, special projects, and studies. Review evaluations of MSHA organizations, programs, and medical review procedures.
Anticipates problem areas, gaps in data, and explores the potential for proposed policy and program changes. They establish new techniques and recommend appropriate courses of action to achieve results in meeting the existing and future needs of the medical screening programs and the safety program contracts.
Develop, distribute, and provide training materials to support program area needs and help reduce the number and/or severity of occupational injuries and illnesses.
Coordinate activities related to the Freedom of Information Act (FOIA) request processes. This includes evaluating and analyzing documents and drafting responses to FOIA requests.
Prepare response letters for the Director's (FOIA Disclosure Officer) signature of confidential special investigation case information and nationwide statistical data.
Coordinates on the content of any contractually significant correspondence addressed to the contractors, to prevent possible misunderstandings or the creation of a condition that may be the basis of a later claim. Assures that OSPE is provided a copy of any correspondence sent to the contractors.
Monitors the day-to-day administration of all contracts. Documents all actions taken and decisions made. Maintains a complete file for each contract (e.g., reports, approvals, certifications, telephone/email records, memorandums of record, and/or correspondence) that can be audited or accessed as necessary to facilitate contract review, evaluation, and closeout.
Executes receipt and acceptance documents, and reviews and approves invoices, per the terms of the contract.
Prepares any required reports on contractor performance using, for example, the Contractor Performance Assessment Reporting System.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Subject to financial disclosure requirements.
- Must obtain and maintain FAC-COR Level II certification within 18 months of appointment.
Qualifications
You must meet the Specialized Experience to qualify for the Management and Program Analyst, as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience must include at least five (5) of the following:
Develop, review, and/or analyze agency contracts for medical screening requirements, medical qualifications, and/or safety awards;
Maintain and track receipt of all physical exams, audiograms and/or medical documentation;
Analyze and evaluate employee medical records, transcripts, and decisions for responses to worker compensation claims;
Ensures the agency and medical providers comply with OSHA standards for testing;
Analyze technical occupational safety and health data and statistics;
Advise on or resolve technical matters dealing with occupational safety and health requirements;
Respond to inquiries and administrative problems;
Report and communicate technical data both orally and in writing.
Education
There is no education substitution at the GS-13 level.
