About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command, Fort Meade, MD.
This position will be filled on a permanent basis.
Duties
Conduct long-range, strategic planning efforts with internal and external partners.
Develop and maintain deliberate and/or crisis plans.
Coordinate with intelligence and cyber defense partners to obtain relevant and essential information to inform planning analyses.
Apply expertise in policy and processes governing Joint military operations planning to facilitate the development, negotiation, and internal staffing of plans and/or memorandums of agreement (MOAs) with external mission.
Provide functional and analytical expertise to achieve proactive, compliant, and effective cyberspace operations by leveraging cyber capabilities to protect operations when confronted with unexpected challenges and unknown adversary tactics.
Review, conduct, and participate in audits of cyberspace operations.
Develop elements of cyber operations plans and guidance to ensure that execution and resource allocation decisions align with organizational objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
- Must be able to obtain and maintain access to NSA.
- Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) planning, developing, analyzing and implementing recommendations related to full spectrum cyberspace operations planning; 2) conducting military/contingency planning for cyberspace operation and; 3) developing policies and/or providing guidance on cyberspace program strategy, plans and policy.
