This position is in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART). This incumbent serves as a Supervisory Grants Management Specialist.
Duties
Grant Compliance Monitoring
Plans and directs the compliance monitoring and financial review of grants of national scope and impact, such as monitoring extensive multi-phase discretionary grant operations designed to support national programs where delivery dates or award specifications had to be modified when unforeseen technical issues prevented fiscal or regulatory award provisions being met.
Oversees SMART's compliance activities including the issuance of award modifications, negotiation of award changes, exercise of options, investigation and resolution of delays, preparation of awardee performance appraisals, and the disposition of claims.
Grants Management Policy Development
Plans, develops, analyzes, and oversees grants and financial management policies impacting a wide range of grant programs. Identifies areas in which new program regulations and policies may be needed due to the unprecedented nature of issues and requirements.
Develops recommendations for formal action; and provides advice and technical assistance relative to discretionary and mandatory grants policy issues to OJP SMART management, staff, and grantees. Coordinates and collaborates with other internal OJP entities. Participates on behalf of the SMART Office in OJP activities to develop OJP policies and procedures to ensure compliance with grants management regulations and oversees the development of internal SMART practices to comply with the regulations, policies, and procedures that affect SMART's grants management activities.
Interprets implementing program legislation, requirements, and related guidance to develop or refine grants management policies, methods, and operational approaches as needed in order to implement new or unprecedented grants management programs. Interprets and applies substantially altered, non-standard, or new policies and approaches to the performance of grants assignments involving new, unusual, or extremely difficult problems or issues.
Interprets regulations and directives necessary to implement new legislation and policies concerning grants policy administration and coordinates implementation by agency programs.
Prepares analyses regarding DOJ/OJP policies and positions on difficult or complex matters relating to the areas of sex offender registration, community notification, sex offender management and sexual violence prevention, and makes recommendations to SMART leadership about potential approaches to funding that are consistent with DOJ/ OJP priorities.
Identifies SMART's need for any deviations from OJP grants management policies and procedures and prepares waiver requests for authority from DOJ/OJP to make these deviations to promote the success of SMART programs. Recommends approval or disapproval of program requests for authority to deviate from applicable policies and procedures. Evaluates, develops, monitors, or conducts training on the administration of federal assistance for federal and recipient officials.
Supervisory Responsibilities
Supervises a group of employees performing work at the GS-13 and GS-14 level and provides administrative and technical supervision needed to accomplish the work of the unit. Establishes guidelines and performance expectations for staff members that are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary.
Program Planning and Management
Assists SMART in developing and strengthening its sex offender management and sexual violence prevention efforts and with Adam Walsh Act-related programs.
Participates in ongoing training and interacts with other OJP components to better understand related activities and help determine what is needed to improve public safety.
Assists SMART in developing grant programs focused on sex offender management and sexual violence prevention and the intersection with sex offender registration and community notification, which requires an in-depth understanding of sex offender registration and notification-related programs in SORNA jurisdictions.
Qualifications
MINIMUM QUALIFICATIONS:
Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of experience include:
Serving as a technical expert in the program and/or performance management of a wide variety of complex programs, grants and/or cooperative agreements, to ensure adherence with financial, legal, and technical terms of the award.
providing expert advice to management and program officials on a broad array of complex grants program management matters, including developing, implementing, and evaluating program plans, strategies, regulations, announcements, guidelines, and procedures applicable to grants programs
coordinating grant and/or agreement pre-award processes that encompass difficult and diverse work functions affecting critical aspects of major agency programs, such as developing solicitations for major program activities
implementing and managing Federal grants and cooperative agreements, and providing grants-related assistance and services, such as developing and implementing grants/assistance management policies, procedures, and practices
TECHNICAL QUALIFICATIONS:
Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:
Ability to supervise and manage human resources
Ability to communicate in writing.
Ability to communicate effectively other than in writing.
Knowledge of the laws, regulations, rules, policies, procedures, and methods governing Federal grants, cooperative agreements, and awards.
Knowledge of Sex Offender registration and notification-related programs.
