This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Grants Management and Policy Division (GMPD).

Duties

Serves as the OAAM delegate to grants management systems owner to lead consensus-based business decisions and represents OJP's enterprise-wide grants management business needs in IT systems OJP uses for grants management; to include systems such as JustGrants, solicitation forecaster, solicitation review, and performance management tools as well as OJP's representation on grants management shared IT services overseen by other federal agencies. Analyzes OJP IT system development, plans, and specifications and prepares justifications for new or enhanced information technology system processes to ensure highest priority grants management information needs are addressed. Conducts long and short-range strategic planning to develop or refine grants management policies, methods, business requirements, and operational approaches as needed in order to implement new or unprecedented grants management activities/functions with agency-wide impact. Revises and develops policies to govern grants management processes, information storage, and data changes for IT system activities and presents recommendations to management. Serves as project leader for special projects and management analysis reviews for new or expanded IT systems related to grants management. Oversees centralized grants management activities and coordinates with internal stakeholders, external stakeholders and contractors. Provides advice and assistance to individual grantees and institutions and administrative staff both within and outside OJP, while answering questions and resolving problems requiring judgment, knowledge of subject matter as well as of basic grants management policies and processes at DOJ.

Qualifications

Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-14 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Represented business process needs in information technology systems for grants management. Negotiated across different stakeholder groups to arrive at consensus-based decisions about priorities to implement in grants management related information technology systems. Managed communication and engaged with staff and leadership in regards to information technology systems related to grants management. Served in project leadership roles for new or expanded information technology systems related to grants management.
