You will serve as a LEAD HUMAN RESOURCES SPECIALIST in the HUMAN CAPITAL MANAGEMENT GROUP, STAFFING AND CLASSIFICATION DEPARTMENT of NAVAIRWARCENAC DIV.

Duties

You will provide Human Resources consultation to managers, supervisors and employees covering a broad spectrum of Human Resources subject areas to include advising on classification, staffing, benefits, and employee/labor relations, etc. You will develop programs to meet personnel needs or solve continuing problems, and meet with employees and/or their representatives to give advice and counsel on matters such as merit promotion, compensation, benefits and career development. You will train or arrange for the training of team members in all areas of Human Resources, as well as team building, working in teams, and accomplishment of individual and team tasks. You will report to the supervisor on team and individual work accomplishments, progress and/or problems in mastering tasks and work processes, and individual and team training needs. You will review policies and procedures to provide continuous process improvement and identify areas for improvement, and forms and leads project teams to identify and document efficiencies.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or (DA-04) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Apply full range of position classification and position management principles, concepts, practices and techniques sufficient to advise managers of a military, complex multi-mission organization; 2) Apply full range of staffing and pay administration flexibilities sufficient to advise managers, administrative personnel, and other Human Capital Consultants (HCCs) on the sequence and timing, and necessary processes and documentation to effect critical personnel actions; 3) Perform detailed analysis of complex programs to identify problems and recommend solutions; 4) Apply a wide range of human resources management theories, concepts, principles, laws, rules, regulations, precedents, and procedures related to staffing, recruitment and placement, classification, and employee and labor relations to advise, identify interrelated problems, draw conclusions, and recommend appropriate courses of action; 5) Provide leadership, technical guidance, training and coaching a team of Human Capital Consultants (HCCs) in all areas of HR Management (staffing, recruitment and placement, classification and employee and labor relations).
