You will serve as a SUPERVISORY TECHNICIAN (Section Manager) in the Maritime EMW Systems Division (WXM), Spectrum Warfare Department (WX) of NAVAL SURFACE WARFARE CENTER located in Norfolk, VA. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $136,323).

Duties

You will manage and supervise Fleet Modernization Branch personnel assigned to the waterfront and serve as the primary interface for all Spectrum Maritime Electronic Warfare Division activities on the East and West Coast. You will be responsible for providing technical leadership of the Navy Modernization Program for all installation activities of Maritime Electronic Warfare Systems (MEWS) and to develop requirements and plans to meet future needs of the organization. You will serve as a Naval Surface Warfare Center (NSWC) Crane primary liaison with TYCOM and RMC activities on their respective coasts. You will be responsible for technical development, training, and advancement of personnel, to include, setting employee performance standards, evaluating work performance, resolving complaints, or retention of employees.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must be willing and able to work onboard ships.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical engineering oversight and direction to manage test and evaluation projects for execution of installation or maintenance and repair of shipboard electronic warfare systems or subsystems to support technological advancement and sustainment of fleet modernization programs.
