You will serve as a HUMAN RESOURCES SPECIALIST in the Executive Management Program Office (EMPO) within the Office of the Assistant Secretary of the Navy (Manpower & Reserve Affairs) (ASN (M&RA)) of ASSTSECNAV MR-A WASHINGTON DC.
Duties
You will serve as an expert on special assignments and in specific program areas to include staffing and recruitment and executive development.
You will conduct analysis through review of reports, evaluations, studies, and command level visits.
You will provide guidance and advice on human resources management principles, concepts, regulations and practices.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

Qualifications
GS-13- Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing guidance and advice on human resources management principles, concepts, regulations and practices.
Experience planning and coordinating human resources to address organizational redesign, realignments, employee relations impacts, and corporate management of SES and related serviced organizations.
Experience analyzing and evaluating program execution; recognizes problems and problem areas; originating solutions to complex or unusual issues.
Experience promoting establishment and achievement of program objectives by implementing DON/DoD/OPM direction.
GS-12- Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience responding to difficult issues involving complex projects/problems.
Experience conducting analyses through review of reports and evaluations.
Experience planning and coordinating human resources.
Experience developing guidance, procedures, and standards for new and changing program areas.
