The primary purpose of this position is to serve as project modernization manager to 637th Training Group squadrons representing the best interest and policies of the 637th TRG Defense Language Institute English Language Center (DLIELC) involving all aspects of the resident, nonresident, and field studies programs of the Defense Language Institute English Learning Center.

Duties

1. Provides oversight, execution, and development of organizational modernization initiatives that support the DLIELC mission in providing state of the art classrooms, equipped with the latest in training technology. 2. Serves as a subject matter expert in the identification, analysis, design, and implementation of organizational improvement projects. 3. Oversees multiple projects from inception to completion, which includes leading multiple teams through improvement and project management processes. 4. Represents the 637 TRG with a variety of installation, facilities, and functional area organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: 1) knowledge of the mission, functions, programs, policies, structure, and operational capabilities of the organization in order to plan comprehensive program studies, compare with metrics and 5-year plan, and provide recommendations for improvement in programs that were found to be deficient.; (2) recognizing and resolving discrepancies; and modifying established approaches, methods or procedures to improve data gathering and analysis techniques; (3) providing recommendations to senior managers in overall resident, nonresident, and support functions and facilitates cross-functional communication within the organization on innovations to improve quality, timeliness, and efficiency of work, including integrating Security Assistance Manual, Joint Security Cooperation Education and Training Regulations, as well as associated AF regulations governing Facilities and IT. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of strategic planning principles, theories, techniques and practices; resource policies and procedures; and basic statistical measurement tools and techniques to monitor processes/initiatives or to detect problem areas and recommend/execute corrective actions. 2. Knowledge of command organizational structure and its supporting elements and programs, missions, policies, goals, and philosophies. 3. Knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization persuades others to accept changes, cooperate, or change their behavior. 4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. 5. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with installation leadership, as well as with local community, state, and/or Government agencies necessary to implement exercise plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
