Duties
The primary purpose of this position is: Serve as a key assessment analyst and action officer responsible for conducting strategic, operational, and risk assessments for United States Strategic Command (USSTRATCOM) planning and operations, conducted across the full spectrum of conflict, that support command- and national-level objectives.
Performs a broad range of tasks to plan, analyze, research and execute USSTRATCOM strategic, operational and special-topic assessments in support of USSTRATCOM decision makers and planners.
Plans and executes USSTRATCOM risk assessments in support of USSTRATCOM decision makers and planners.
Perform duties as a senior analyst and project team leader.
Represents the Division with a variety of USSTRATCOM and functional area organizations.

- A bachelor’s degree in a related discipline, to include but not limited to business, history, political science, economics or area studies, is desired. An advanced degree is preferred.
- The incumbent will be required to travel by commercial or military aircraft in performance of temporary duty (TDY) assignments.
- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology or capabilities.
- Incumbent is subject to irregular tours of duty and work hours. Shift work will be required when supporting 24/7 operations during training exercises, war games, or actual crisis scenarios. Overtime may be required.
- This is a Centrally Managed position in the Operations career field.
Qualifications
The incumbent will be required to obtain and maintain a Top Secret NC2/ESI and Sensitive Compartmented Information (SCI) clearance. Additionally, the incumbent must be eligible for and read into a variety of Special Access Programs (SAP). Incumbent cannot be effectively used in this position until access is granted.
This is a Testing Designated Position (TDP). The employee will be subject to random drug testing. This position is designed by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and the misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes
mastery of research techniques, analytical methods, and evaluation techniques for determining the effectiveness of various courses of action pertaining to strategic and operational assessments and plans, as well as the ability to perform broad studies, to identify significant variables, and to determine underlying relationships so as to perform sound analysis of highly complex command-level issues. Mastery knowledge of one or more specialized areas of program management or command mission areas sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of assessment doctrine, concepts, methodologies, and best practices to conduct strategic and operational assessments. Knowledge of DoD and industry risk assessment doctrine, concepts, methodologies, and best practices to conducted risk assessments using established methodologies.
Knowledge of a wide range of qualitative and quantitative analysis techniques used to develop, adapt, modify and apply models to problems or define and clarify alternative solution to resolve substantive problems/issues.
Knowledge of a range of organizations from the defense complex and their impact on USSTRATCOM lines of operations. These include: USSTRATCOM intra- and inter-command relationships, Joint Staff, Office of the Secretary of Defense, Inter-Agency, national labs, academic/research institutions, and the Defense Industrial Base.
Ability to communicate effectively, both orally and in writing, and negotiate complex issues. Skill to negotiate and/or defend findings and recommendations. Ability to direct, plan, and organize the activities of a team, assess team performance, assign tasks, motivate team members, and establish a positive workplace atmosphere.
Ability to originate new ideas, construct project plans, assemble initial documentation, execute projects and deliver products within established scope and/or time parameters, and evaluate project execution. Knowledge of general project management principles
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
