The primary purpose of this position is to serve as a base systems administrator to monitor the LAN/WAN, including the planning, analysis, design, development, implementation, configuration, installation, integration, maintenance testing, operational integrity, and/or management of networked systems for the transmission of information in voice, data, and/or video formats.
Duties
Administers the AOC Local Area Network (LAN) and audio visual telecommunications networks.
Maintains and modifies audio visual equipment and networks.
Conducts problem analysis to identify trends, ineffective practices or procedures, and equipment shortcomings.
Plans for current and future technology integration and works issues for compatibility and standardization based on current and projected customer needs.
Ensures the rigorous application of information security and assurance policies in the delivery of network services.

Qualifications

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have at least one (1) year of specialized experience equivalent to the GS-09 grade level or equivalent in other pay systems. Examples of specialized experience includes: The application of IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; applying the methods, techniques, and processes for the integration and optimization of LAN/WAN components, infrastructure requirements, and test and evaluation methods to install and operate base wide programs and provide technical guidance to others; and analyzing functional IT network system requirements, translating findings into functional requirements, and developing supportable recommendations for enhancement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements,
Knowledge of the network architecture, topology, protocols, and security requirements typically found at the base level; Knowledge of configuration management concepts and practices to develop and implement plans for LANs and WANs.
Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.
Ability to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective; Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
Knowledge of Integrated System Data Network (ISDN), Internal Protocol, Tandberg VTC systems, IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, maintaining, and repairing related equipment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
