The primary purpose of this position is to serve as a supervisor, planning, directing, organizing, and exercising control over nonsupervisory Information Technology (IT) Specialist positions.

Duties

Directs life-cycle systems management program support, C4I Support Plan (C4ISP) review, Certification and Accreditation review, Certificate of Networthiness review, PACAF Certificate to Operate review, configuration management support, systems engineering oversight, and program/project management for information technology systems. Performs supervisory personnel management responsibilities. Represents HQ PACAF/A3/A6I at meetings, conferences, workshops, briefings, and other events; acts with the authority to commit the Command with regards to program management and review. Provides expert technical advice on applicable technologies for the review, planning, programming, procurement, implementation, development, and fielding of new or modernized information technology systems. Assesses policy needs and develops command-wide policy, guidance, and decision procedures governing IT activities. Develops electronic staff packages, staff summary sheets, reports, studies, analysis; and provides written responses and recommendations to supervisor.

  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • Position may require occasional travel away from normal duty station. Employee must be willing and able to travel on military and commercial aircraft.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, holidays, and/or overtime. May require occasional 12 hour shifts.
  • The work may require the employee to drive a motor vehicle. A valid driver’s license is required for the position.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience equivalent to the GS-12 grade level or equivalent in other pay systems. Examples of specialized experience includes: Clearly expressing complex IT requirements, concepts, and plans orally or through writing; development of policies, plans, and procedures for the modernization, integration, and fielding of fixed and/or deployed command, control, communication, computer, and intelligence (C4I) systems throughout an organization; reviewal of proposed new systems, networks, and software designs for potential security risks; and resolving integration issues related to the implementation of new systems with an existing organization's infrastructure. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. Knowledge of operational activities (such as special operations, personnel recovery, airlift, etc...), weapon systems, and command, control, and mission process, systems, and applications. Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
