The primary purpose of this position is to serve as a Network Intrusion Analyst, providing professional and computer expertise in performance of work requiring knowledge and application of computer infrastructure, modeling/simulation, and other computer information technology.

Duties

DUTY 1: Advises the 37 IS/CC on operational issues involving emerging cyber technology. Acts as Network Intrusion Analyst and consultant of operations related to 37 IS missions. Performs a broad range of cyber operations entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technology. DUTY 2: Acts as the Network Intrusion Analyst and consultant in one or more platforms (Unix, Windows, Networking) and Subject Matter Expert on missions related to Cyber operations. DUTY 3: Serves as the Cyber operations Project Manager for technical support for the 37 IS. Utilizes technical inquiry in the independent development of policy, guidance, and integration initiatives to support assigned projects, studies, or problems. DUTY 4: Serves as the business and technical manager for uniquely-technical 37 IS mission areas. Monitors and oversees operational execution to achieve operational mission objectives.

  • Polygraph: Incumbent is required to undergo a counterintelligence-scope polygraph examination.
  • An advanced intelligence-related or professional/scientific degree is desirable.
  • Expert knowledge of COMSEC, COMPUSEC, EMSEC, and OPSEC computer systems, digital communication systems, network protocols, and computer architectures; and computer security penetration tools and techniques are highly desired.
  • NSA Access: The employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1 for access to NSA sites and systems.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include extensive knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments. Knowledge of advance analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources, to include database manipulation. Demonstrated knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Uses ability to conduct unbiased research to identify appropriate available systems/data sources to produce detailed collections requirements that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of US Indo-Pacific Command (USINDOPACOM), National Security Agency/Central Security Service (NSA/CSS), and allied military Director of National Intelligence (DNI) and Chief of Naval Operations (CNO) disciplines, methodologies, exploitation methods, techniques, and practices, and plans using multi-source intelligence information to capture and report intelligence information in a usable form that directly or indirectly affects national security; interprets policy and commits resources impacting CNO. Knowledge of the technology of NSA/CSS operational systems capabilities, limitations, associated resources, and tasking. Knowledge of technology related to computers and digital networks, computer networking, an ability to train others in this technology is required. Knowledge of the national intelligence community, Joint, DoD structure, organizations, mission/functions, inter- relationships, and operations. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing processing and exploitation requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Ability to communicate effectively with others both orally and in writing, to resolve out solutions to problems or questions related to the work, write clear and concise intelligence products, and deliver written and/or verbal presentations to senior-level audiences for decision-making purposes. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non- disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
