The primary purpose of this position is to Serve as Intelligence Senior Systems Engineer, team leader, and technical advisor for PACAF Intelligence Directorate command staff and all Intelligence units in the AOR on all matters pertaining to Intelligence, Surveillance, Reconnaissance (JSR) audiovisual production, day-to-day operations,
Headquarters Pacific Air Forces (HQ PACAF), Directorate of Intelligence, JSR Strategies & Plans Division (A2X), Hickam Air Force Base, Hawaii.
Duties
As Section Chief, provides technical and supervision over a team of lntelligence Systems Specialists both civilian and contractor.
Intelligence information systems engineer. Provides information systems engineering support, analyzing intelligence/communications systems architectures to ensure mission demands are fully met and the architecture software/hardware infrastructure fully supports the mission.
Resource Acquisition Specialist/Budget Analyst. Assists in annual and on-going acquisition budget planning, development, and justification. Provides input for FYDP submission for Intel ops, i.e., JWICS, Geospatial Product Library, and Combat Air Intelligence Support.
Information Assurance Officer, Telecommunications Control Officer, and Building Management Custodian.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- This position has been designated by the Air force as Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

- May be required to guide and/or train lower graded employees, military personnel, federal employees and contractors.
- The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing.
- The capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7 "Screening the Ready Reserve,")
- This is a mission-Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Work may occasionally require travel away from normal duty station on military/commercial aircraft.
- Position which perform information security as an inherent, primary purpose of their position: Information Assurance Certification is a condition of employment.
- This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A wavier of this six-month requirement may be granted per DoD 8750.01-M, C3/2/4/2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from the position.
Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).
NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below:
BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and demonstrated expertise in a variety of information technology functions, techniques and capabilities including Internet, Intranet and extranet servers, computer/data security, and network infrastructures. Knowledge of the principles, concepts, techniques, standards, processes for C4ISR using software and hardware applications. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound and effective decisions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and demonstrated expertise in a variety of information technology functions, techniques and capabilities including Internet, Intranet, and extranet servers, computer/data security, and network infrastructure.
2. Knowledge of principles, concepts, techniques, standards, processes and guidance for C4ISR using off-the shelf software and hardware applications with the ability to relate each to diverse processes. Ability to develop and apply improvements in and design new work methods and procedures using off-the-shelf software and hardware. Knowledge of Air Force information and computer security management, requirements, procedures and programs. Knowledge of automated data processing equipment accountability and inventory procedures
3. Knowledge of program management work methods and procedures with the ability to apply these skills in the support and implementation of downward-directed and unit information technology and network projects.
4. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound and effective decisions. Knowledge of Government Purchase Card (GPC) rules and regulations.
5. Ability to communicate effectively with others, both verbally and in writing, in developing solutions to technical problems or in answering questions relating to management reviews, investigations, inquiries, and daily work projects.
6. Ability to share knowledge of information technology and automated data processing hardware and software in individual or group training environments.
