This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Budget Analyst for The Army Aviation Brigade (TAAB), Military District of Washington (MDW). Responsible for formulating, justifying, and executing a major segment of a multi-component budget.
Duties
Generate transactions for funds distribution utilizing the General Fund Enterprise Business Systems (GFEBS) and cost transfers.
Create projects and work breakdown structure (WBS) elements, internal orders, purchase orders for Military Interdepartmental Purchase Requests, and miscellaneous payments.
Prepare various accounting reports in-accordance-with (IAW) DA and MDW policies utilizing the GFEBS Business Intelligence (BI) portal; reviews for transaction posting errors and obligation dormancies.
Interpret budgetary policies and procedures issued by headquarters, makes advisements, and prepares alternatives that address the cost, benefits, and effectiveness of proposed changes to programs, missions, processes, and projects.
Collaborate with Resource Management to conduct of reviews to ensure compliance with the DoD Financial Management Regulation Dormant Account Review-Quarterly requirement.
Serve as a Defense Travel System Financial Defense Travel Administrator.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Comp-time may be required, and employee may be required to work other than normal duty hours, which may include evenings, weekends, and holidays.
- Required to meet the financial requirements of the DoD Financial Management (FM) Level 2 Certification Program. The FM Certification Program is a course and experience-based program consisting of three certification levels.
- Certification must be completed within two years of the selectee's employment start date. Once certified, the employee must meet the continuing education training requirement as outlined in the Department of Defense Instruction (DoDI) 1300.26.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes formulating long-range budget forecasts and plans; managing the government travel system (such as the Government Travel Charge Card and Defense Travel System); managing a reimbursable program; reconciling accounting transactions. (Experience with GFEBS preferred, but not required.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-[insert 11 or above]).
