You will serve as a PARALEGAL SPECIALIST in the OFFICE OF COUNSEL of MILITARY SEALIFT COMMAND.

Duties

You will provide paralegal services of a highly specialized nature. You will provide legal services in the areas of civilian personnel law (CPL), labor law, general law, contract law, and fiscal law. You will provide legal services in the areas of standards of conduct, ethics, investigations, litigations, FOIA and Privacy Act matters. You will prepare documents, legal pleadings, and memoranda. You will provide legal support in the complete range of substantive legal functions of the office, as well as clerical and administrative support to staff attorneys. You will analyze federal and state statutes, regulations, and court decisions. You will analyze board decisions, including Merit System Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC) and Federal Labor Relations Authority (FLRA) decisions. You will prepare and maintain litigations case files, including filing all pleadings, correspondence, orders, motions, and discovery in chronological order.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing complex legal research and interpreting the applicable statutes, decisions, opinions, directives, regulations, or other sources for legal authority in support of office counsel. Experience applying knowledge of various federal and state statutes, court decisions, policies and procedures, and administrative regulations pertaining to civil law functions. Experience independently utilizing electronic legal research tools and databases and online resources to assist office counsel staff attorneys. Experience composing standard legal documents, pleadings, legal briefs, settlement agreements, and memoranda routinely needed for legal actions. FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in keeping current with judicial, administrative dockets and deadlines to track matters to conclusion. Experience preparing and maintaining litigation case files, tracking litigation holds, analyzing investigation files, case materials, legal documents and pleadings to assist attorneys in making recommendations and establishing strategies. Experience performing legal research and interpreting the applicable statutes, decisions, opinions, directives, regulations, or other sources for legal authority in support of office counsel. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-11:
Successful completion of Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience

FOR THE GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
