The primary purpose of this position is as an Antiterrorism (AT) Operations Cell Team Specialist to manage the C2 activities and interface with United States Northern Command (USNORTHCOM), accomplish analyses to anticipate prepare, prevent, detect, defend, and mitigate against the full spectrum of threats directed at Air Force installations, infrastructure, personnel (to include family members), and critical information to ensure the Air Force's continued warfighting capability.
Duties
Directs and performs command and control (C2) activities of the 1 AF (AFNORTH) AT Cell during duty rotations in the center.
Provides subject matter expertise and support to nine MAJCOM AT offices, two FOUs, and one DRU regarding AT requirements for travel of Air Force assets (personnel, aircraft, etc.) within the USNORTHCOM AOR.
Coordinate, implement, and execute FPCON actions or other security requirements (e.g. random AT measures [RAM], physical security, travel warnings, FP advisories) to provide protection to all MAJCOM/FOA/DRUs in the AOR.
Manages all C2 systems and operational activities affecting AFNORTH resources to include: messaging, emergency actions, and communications systems, resources, and equipment.

- This position will require the incumbent to work other than normal duty hours, which will include dayshift, swing shift, nightshifts, evenings, weekends, and/or holidays. Shift work is typically (but not necessarily) in 12-hour increments.

- This position may be assigned to the Continuity of Operations (COOP) Team and may require forward deployment to an alternate location in case of emergency evacuation of normal duty station.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of a wide range of security specialties to include physical, personal, and operational security to identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area. Knowledge of the specialized field of PP and AT, and physical and operations security. Comprehensive, authoritative knowledge of Executive Orders, legislation, and DoD, USAF, and MAJCOM policy requirements. Ability to formulate a comprehensive, integrated AT/FP program which meets regulatory requirements and reduces USNORTHCOM specific vulnerabilities; allows for the application of innovative and new security theories and concepts to provide overall enhanced security of Air Force installation's resources and personnel. Comprehensive knowledge of security policy requirements and procedures to provide recommendations for making key decisions and policy development on short- and long-term security planning.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of AT and FP specialties, concepts, principles, criteria, requirements, technology, and practices.
2. Knowledge of USNORTHCOM, USAF, AFNORTH, and MAJCOM missions, functions, and structure.
3. Knowledge of USNORTHCOM, AFNORTH AT/FP programs and governing policies, directives, instructions, and procedures.
4. Knowledge of analytical and evaluative methods and techniques to conduct studies, accomplish projects, and evaluate results for the management and completion of programs.
5. Ability to effectively manage and organize various activities and tasks, and be familiar with administrative requirements of USNORTHCOM, AFNORTH, and civilian law enforcement agencies.
6. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations; communicates effectively both orally and in writing to prepare and present briefings, coordinate planning efforts, and manage program activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
