About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Duties

Support and develop data required to maintain and update the Corps of. Engineers Construction Equipment Ownership and operating Expense Schedule (EP 1110-1-8), the Civil Works Construction Cost. Index System (EM 1304) (CWCCIS) and other technical projects such as the data base line items for the Micro Computer Aided Cost Engineering System (MCACES) funded by HQUSACE or others. Estimator for the Corps National Cost Center of Expertise. Make cost estimates, construction schedules, risk analysis, and perform technical reviews for Corps Districts across the country. Serve as a member of the Government negotiating team for negotiated procurements. Conduct studies on cost engineering issues. Research for technical publications such as Engineers Construction Equipment Ownership and operating Expense Schedule (EP 1110-1-8). Research for technical publications such as the Civil Works Construction Cost Index System (EM 1304) and Micro Computer Aided Cost Engineering System (MCACES).

GS-12 Specialized Experience: One year of specialized experience which includes experience researching and writing technical engineering studies/reviews AND preparing construction cost estimates. (Must be well documented in resume to be considered). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Cost Estimation and AnalysisInfluencing/NegotiatingResearchTechnical CompetenceWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10 for GS-11 and GS-11 for GS-12).
