You will serve as an Engineering Technician in the Project Section of the Engineering Services at the Jonathan M. Wainwright Memorial VA Medical Center.
Duties
Duties include but not limited to:
You will be responsible to develop and manage a wide variety of complex construction projects from initial conception, through design to construction completion.
You will be responsible for technical engineering design and supervision of non-recurring construction projects and minor construction projects.
You will conduct engineering surveys, determine construction requirements, prepare plans and specifications, analyses equipment requirements, estimates labor status reports, and supervises construction progress.
You will review contractor prepared shop drawings and submittals for sufficiency and contract compliance.
You will develop cost-estimates, and determine the most practical methods of accomplishment and time involved for purpose of comparison of proposal from contractor.
You will investigates, analyzes, and resolves problems pertaining to the design, installation, maintenance, operation, or repair of facilities.
You will prepare contract modifications or delivery orders for on-going construction contracts to include writing of clear and detailed scopes of work statements, government cost estimates and analysis of CPM schedules for impacts and changes to approved schedules.
You will maintain and update all record drawings in the projects section in a current "as-built" status and maintains all electronic Computer Aided Design (CAD) drawing files.
You will serve as the facility support services point of contact for all technical matters involving the CAD system(s), advising users on the application and use of the system to include systems capabilities, methods, procedures, and engineering design implications, as well as new software that will address their design and drafting needs. Represents CAD support on the technical design teams.
You will review all Architectural & Engineering (A/E) firms, scope of work that involves CAD for compliance with accomplishing designed functional results and consistency with CAD system capabilities.
You will monitor all work order printouts on a weekly basis, noting any changes in space allocations, space usage, or construction layouts.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-10: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: providing technical engineering studies by applying electronic Computer Aided Design (CAD) drawings, conducting engineering surveys, reviewing project designs, cost estimates, plans and specifications to develop and specify construction requirements for the construction, renovation, repairs, or maintenance of architectural, structural, electrical, mechanical as well as fire and safety systems, ensuring the compliance of all federal specifications, codes regulation, and engineering standards.

Physical Requirements: The work involves moderate physical demands in terms of field work, inspections, investigations, and surveys of facilities. This normally requires long periods of standing, walking, stooping, bending, and climbing. The work is also performed in an office setting doing paperwork, and in conference rooms negotiating the cost proposal submitted by the contractor. In addition, work requires ability to access a variety of areas and spaces to take measurements, obtain data from facilities and equipment, and conduct required inspections. Accuracy and precision are important. Incumbent must be physically able to climb, crawl, walk, stoop, sit, and have good hearing and eyesight. Work sometimes requires extended periods of time at a computer while producing drafted products, reviewing design submittals, or writing reports.
