This position is located in the Office of Administrative Management, Office of the Director (OD), National Eye Institute (NIA), National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS).
Duties
Provides appropriate summary budget reporting and provides recommendations to senior leaders and manages a variety of complex expenditures on behalf of the NEI Scientific Director.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of administrative programs or operations in meeting established goals and objectives.
Develops methods and procedures to enhance the financial monitoring and management of NEI Division of Intramural Research programs
Analyzes desired program plans and procedures against alternatives to develop possible approaches to achieving program objectives.
Prepares short- and long-range planning guidance in accordance with broad program policies and objectives.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Planning, developing, executing and monitoring budgets with many different sources and types of funding. 2.) Serving as approving official for requisitions of equipment, supplies, and other materials and services. 3.) Providing advice in a variety of human resource areas such as staffing and recruitment, employee development and training, and conflict resolution. 4.) Developing standards/policies/procedures involving administrative functions in an organization.
