This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. You will serve as a Financial Management Analyst in the Naval Systems Engineering Directorate; Integrated Warfare Systems Engineering Group; Interior Communications, Networks & Cybersecurity Division (SEA 05H5) of NAVSEA HQ FIELD SUPPORT.

Duties

You will perform or advise on work in any of the phases or systems of budget administration for several Integrated Warfare Systems Engineering Division acquisition programs. You will serve as a Subject Matter Expert (SME) in the Navy’s Enterprise Resource Planning (ERP) system. You will formulate cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will review and evaluate budget requests, and control and report obligations and expenditures throughout the various cycles of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process. You will coordinate and administer program business and financial planning and budget formulation, submission, justification, and execution services. You will review, evaluate, measure and track program financial status. You will ensure funds are available and properly/efficiently used to support program objectives. You will prepare and submit documentation to reconcile problem disbursements and other related Issues. You will provide comments and recommendations concerning costs and benefits for implementing required policies to achieve effective and efficient use of funds. You will translate technical requirement into appropriate funding and procurement requests. You will work with Contracting Officers and Contracting Officers Representatives to ensure funding requirements are properly executed as contracts in accordance with fiscal policies and procedures. You will develop approved program schedules as basis for inputs to the required budget, and program exhibits and develop resource estimates from all contributing sources.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of financial administration principles to review, evaluate, measure or track an organization's financial status.
