The James J. Peters Medical Center is recruiting for two (2) Program Specialists in Health Administration Service. The incumbent serves as the Training Administrator for the Medical Support Assistant (MSA). Specific areas of responsibility include course development and modification, delivery, evaluation, and operation of all administration training programs within the service line and all facility scheduling personnel.

Duties

Duties includes, but are not limited to: This position is responsible for the administrative oversight of scheduling programs and policies that apply to a broad range of clinical settings within the James J. Peter's Medical Center. This position works closely with clinical and scheduling staff in all areas of the health care system, including CBOCs, to ensure that scheduling directives, programs, and policies are compliant with VHA scheduling directives and guidance. Incumbent works with all facility staff to identify and develop continuing education programs for facility quality improvement. Conducts formal and informal in-service and continuing education programs based on identified needs. Provides training to all staff with the scheduling option, utilizing adult learning principles and appropriate teaching aids when applicable. Reviews, analyzes, and evaluates training courses and programs to assess their quality and effectiveness. The incumbent develops training guidelines, instructional methods, materials, and new or improved applications of education technology to training programs for topics included in the scheduling package. The incumbent makes planned, systematic studies to determine the immediate and long-range training needs of the organization as it pertains to the scheduling directive. On a continuing basis, reviews and analyzes training and education efforts to determine the effectiveness of the training program. Incumbent provides management with reports on the status of training, as well as analysis of the effectiveness of the training program's ability to achieve agency objectives and policies. Incumbent modifies annual training plans to stay within guidelines established by VHA regulations and top management to meet annual training objectives (i.e., scheduling audits). Must provide detailed guidance to staff concerning scheduling procedures. Incumbent works with supervisors, managers, and section chief to resolve discrepancies or conflicts with established schedulers training. Incumbent also provides consultation and assistance in the implementation of performance improvement activities and will be expected to effectively communicate with various groups/services/teams to gather information, discuss recommendations, and coordinate improvement activities. Arrange training in accordance with the established and approved plan of the VHA scheduling directive. Provides information for available training and arranges for instruction in accordance with the established and approved plan. Compiles and prepares reports and assists in facilitating courses for the facility. Maintain inventory of course materials and initiate ordering of materials to support the training program. Makes logistical arrangements for in-house training and obtains required equipment, makes course announcements to the workforce, etc. Schedules use of available facilities for both individual study and small group training activities. Provide managers and employees with information on VHA scheduling directive policies, procedures, and guidelines. The incumbent advises supervisors and employees of available training courses and of the regulations and procedures for training in government. Answers questions based upon knowledge of regulations and policies and of similar situations and experiences. Develops diagnostic instruments to accurately assess training needs and make recommendations to supervisors/employees as to the type of training needed. The incumbent will be expected to identify trends by reviewing and analyzing training data. The incumbent performs work related to coordinating projects for the development and implementation of training course materials. Provide extensive planning and organization, analyses of accumulated data and information, and considerable coordination and integration with other functional activities. Travel between campuses will be required for the training role. The incumbent will maintain valid driver's licensure. Work Schedule: M - F, 0800am to 4:30pm Virtual: This is not a virtual position. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
