This position is located in the Ophthalmology Practice at the Bronx, NY VA Medical Center. The position functions as the Practice Manager - plans, organizes and directs all administrative operational patient care and personnel activities for the Practice. The incumbent participates in all aspects of the practice; including the hiring, evaluation and discipline of staff; provide direction and daily oversight of the practice and support to the staff.

Duties

Duties include, but are not limited to: Works with physicians and staff within the Practice to develop, implement and evaluate systems to enhance Practice productivity as well as provider productivity. Performs needs analysis, data analysis, and utilization reviews in order to forecast and plan future needs of the Practice (e.g., capacity, space, equipment, market shifts, etc.). Analyzes and manages risk for the patients in the Practice. Plans, directs, and evaluates issues to ensure maximization of operations, including communication systems, records, purchases, billing, and computer services. Develops and maintains management information reporting for the Practice, including measures of patient volume, patient demographics, utilization trends, productivity and profitability. Implements and evaluates information systems to track visits, new patients, referrals, in­ patient days, emergency room visits, and ancillary utilization. Assists the providers of the Practice to work within the parameters of the Advanced Clinical Access (ACA) healthcare delivery system to increase quality, reduce no-show rates, and comply with requirements of residency programs. Investigates and responds to patients' complaints and inquires and assures that appropriate follow-up actions are implemented. Develops and implements, in conjunction with the Ophthalmology Practice Chief, the Performance Improvement Program for the Practice based on clinical outcomes and measures as well as patient and physician/other staff satisfaction. Responsible for the technical planning and oversight of the work. Assigns work to the members of the Practice work group based on priorities, consideration of the difficulty of the assignments, and the capabilities of the employees. Directs on-the-job training for employees. Evaluates the work performance of the subordinates and recommending performance ratings; and approving ordinary requests for annual and sick leave. Performs other duties as assigned. Work Schedule: M-F, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Excellent verbal, quantitative, and analytical skills and an in-depth and up-to-date knowledge of management, finance, and basic accounting, budgeting, planning, health care reimbursement, and financial control; Knowledge of the organization and structure of the Medical Center and the various laws, rules, and regulations governing the operation of the organizational unit; Strong communication skills, as well as interpersonal skills; The ability and skill to plan, organize, and direct a team and to negotiate effectively with management; knowledge of the application of and methods of statistical analysis and techniques. You will be rated on the following Competencies for this position: Administration and ManagementLead or SupervisePlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regularly the work is sedentary, requiring some walking, bending, lifting and filing. In addition, there may be some carrying of light items, such as papers and books.
