This position functions as the Employee Development Coordinator in the Office of Education with responsibility for the operation of the Medical Center's Employee Development Program. The incumbent provides advice and assistance to management officials, employees on training and development needs, services, and requirements. Assignments involve initiating and evaluating education needs assessments; developing and evaluating employee orientation programs, supervisory and administrative training.
Duties
Duties include but are not limited to:
Plans and coordinates orientation activities along with developing a guideline for orientation.
Develops or coordinates the development guidelines, instructional methods, course materials and training aids for use.
Employee notification and follow up to insure program requirement and compliance.
Develops a curriculum for supervisory training with an understanding of the latest employee development theory and OPM/VACO development so that supervisors can fulfill their personnel management responsibilities.
Schedules any supervisors requiring additional training.
Assists the Medical Center's Training Committee in the identification of special interest training need.
Request reallocation of financial resources as necessary and develops instructional outlines for employees.
Provides a wide range of suitable training and advises management on training that would enhance and develop employees who are skill or educationally underdeveloped. (e.g. training of clerical employees)
Drafts and review written policies dealing with staff development issues.
Quality Assurance studies, as assigned, and complete educational training reports.
Provides advisory services to the in-service training committee.
Performs other duties as assigned, normally of a related nature.
Work Schedule: Monday-Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade must have been held in the Federal service and be directly related to the work of this position. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
initiating and evaluating education needs assessments, employee orientation programs and training aids;
request the reallocation of financial resources, drafts and reviews written policies dealing with staff development issues.
extensive knowledge of advanced education, employee development, training theories, methods, and techniques, including an awareness of the latest developments and applications in these areas.
knowledge of computer applications and the ability to operate a personal computer and various office automation software programs, such as word processing, data bases and presentations.

Physical Requirements: The work is primarily sedentary. Occasional fatigue may be experience when working with automated equipment.
