This position is located within the Mental Illness Research Education and Clinical Center (MIRECC) at the James J. Peters VA Medical Center, Bronx, New York. The Program Specialist provides for administrative, clerical and technical work in support of management analysis and program analysis of the Precision Medicine program within and numerous other, ongoing or proposed VA and NIH funded, or to be funded, research projects.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include but are not limited to: Provides significant assistance in the management of all program resourcing, including budget preparation, human resources, and the acquisition of supplies and equipment; Works closely with representatives of the various administrative support programs in the management of program monies, personnel, supplies, equipment, and space; Monitors compliance with Federal, local, policies and other regulatory agencies and oversight bodies directives to assure unit Chief that issues, concerns, or identified problems are being appropriately addressed; Monitors compliance with safety, fire prevention, hazardous wastes, and emergency preparedness directives to assure that the organizational unit is in compliance; Serves as unit's policy and reports control officer, assuring that guidance is in conformance with existing directives, and that reports requirements are met in a timely and qualitative manner; Reads and screens incoming correspondence, publications, regulations, and directives, etc. and determines those that can be acted upon personally and takes necessary action; Assembles and summarizes information from files and documents in the office or other available sources for use of the manager based on general instruction as to the nature of the information wanted and its purpose; Prepares forms for grant submission; Prepares or coordinates the preparation of reports and correspondence for the Chief, and other staff members which are of a confidential nature, including word processing and spread sheet applications; Receives telephone calls and personal visitors, including physicians, high level administrators, government agency representatives, etc.; Makes preparations for regularly scheduled meetings, participates in those meetings and provides minutes for the meetings; Performs other related duties as assigned. Qualifications

To qualify for this position at the GS-11 level, you must meet one of the following: Experience: You must have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist and that is typically in or related to the work of the position to be filled. Qualifying specialized experience includes: managing and coordinating administrative services essential to the effective operation of a business office; assisting with various project coordination tasks; assisting with budget/financial management; collecting and analyzing data; preparing a variety of reports, forms, and correspondence; possessing exceptional skill in communicating in person and in writing with individuals at all levels of responsibility; and utilizing various computer applications (i.e. Microsoft Outlook, PowerPoint, Word, and Excel) to accomplish administrative duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. Education cannot be credited without documentation. ~OR~ Combination of Education and Experience: Equivalent combinations of successfully completed graduate-level education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position (as described above). You will be rated on the following Competencies as part of the assessment questionnaire for this position: Budget AdministrationManages and Organizes InformationProject Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is mostly sedentary with some walking and periods of standing while performing some procedures.
