Duties

Duties are presented at the full performance level. -Develops and/or assists in the development of policy, directives and standards, guidelines; ensures the uniform application of such policy and guidelines; and provides program coordination and guidance for Reclamation's WaterSMART program. -Provides ongoing direction and guidance for competitive selection processes for WaterSMART program activities as part of a team. -Provides oversight and conducts internal review of Reclamation's WaterSMART activities, including collecting and analyzing data and developing recommendations for senior program analysts, to ensure continued compliance with program policies and directives. -Prepares, and where complex issues are involved, assists senior program analysts in preparing reports, testimony, briefing papers, letters, and memoranda on behalf of Reclamation management to describe, analyze, or recommend courses of action related to WaterSMART and other related water resources management activities.

Qualifications

To qualify for the Program Analyst, GS-07, you must meet one of the following: 1. Specialized Experience You must possess one year of specialized experience to at least the GS-05 level in federal service having demonstrated experience applying provisions of law and policy in working with natural resources management issues; experience interpreting laws, policies, and regulations; experience using software applications such as, but not limited to, Microsoft Excel, Microsoft Teams, PowerPoint, and SharePoint to manage data and communicate results effectively; or experience preparing briefings, presentations and reports. -or- 2. Education: One academic year of graduate education. in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position. -or- 3. Superior Academic Achievement Superior Academic Achievement. Superior Academic Achievement is based on 1) class standing, 2) grade-point average, or 3) honor society membership. Specific requirements are: 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 years of education; 2b) based on courses completed during the final full 2 years of curriculum; or 2c) 3.5 or higher based on average of courses completed in the specific major field of study; or 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird's Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision). -or- 4. Combination of Education and Experience A combination of education (above a bachelors) and specialized experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To qualify for the Program Analyst, GS-09, you must meet one of the following: 1. Specialized Experience You must possess one year of specialized experience to at least the GS-05 level in federal service having demonstrated experience in applying provisions of law and policy in working with water resources management issues; experience with analyzing laws, policies, and regulations in the areas of water resources and applying the analysis to related issues; experience using software applications such as, but not limited to, Microsoft Excel, Microsoft Teams, PowerPoint, and SharePoint to manage data and communicate results effectively; or experience briefing and communicating associated findings and recommendations in the areas of water resources to management, senior program staff, or other officials with decision-making authority. -or- 2. Education Master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements) in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position, -or- 2 academic years of progressively higher-level graduate education in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position. -or- 3. Combination of Education and Experience A combination of education (above a graduate level) and specialized experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours prorated. You will not receive any credit for experience that does not indicate exact hours per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The applicant will receive credit for all qualifying experience, including volunteer experience. A period of student trainee work experience is equal to 320 hours of work experience. Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours.

Education

This vacancy announcement allows substituting education for experience at the GS-07/GS-09 grade level. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
