Duties
This position is located within the Department of the Interior, Office of the Secretary (OS), Assistant Secretary for Insular and International Affairs (ASIIA), Office of International Affairs (INT), as a shared asset with the Oceans, Great Lakes, and Coastal Program (OGLCP), Washington DC.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Manages the correspondence, document control process, and records management for INT and OGLCP. Establishes and maintains a system of correspondence control to properly track correspondence and ensure deadlines are met.
2. Manages all travel for INT and OGLCP staff (with the exception of the International Technical Assistance Program). Maintains knowledge and application of Federal and Interior travel regulations and policies.
3. Participates in the development of INT and OGLCP annual operating plans for budget formulation and execution, preparation of budget estimates, and budget justifications verifying that obligations and expenditures occur timely and in accordance with the financial plan and regulatory controls.
4. Manages and tracks procurement of all INT and OGLCP computers, copiers/printers, cell phones and portable devices. Serves as the Custodial Property Officer and the administrative contact between INT and OGLCP and the Interior Business Center on all personal property management-related matters.
5. Serves as the human resources liaison regarding support to INT and OGLCP leadership on personnel-related issues and facilitates on-boarding and off-boarding employees.
6. Participates in division staff meetings and provides authoritative advice and counsel on a wide range of administrative and operational management support issues and on the formulation and implementation of organization policies, programs, objectives, and plans.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Washington, DC Salary Information:
GS-12: $99,200 - $128,956 per annum.
First time hires to the Federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) managing budget transactions to include such actions as budget formulation and execution, expenditure tracking, and budgetary updates and funds availability reports; 2) providing administrative services related to correspondence and records management, forms management, and administrative regulations and/or internal controls; 3) applying a variety of purchasing regulations and procedures to acquire services and supplies using purchase orders, blanket purchase agreements, or fix price negotiated contracts; and 4) providing employee transition assistance such as on-boarding and off-boarding employees, coordinating office, equipment, and account set-ups, monitoring time and attendance, and/or training.
