The primary purpose of this position is: Serve as the Manpower and Equipment Force Packaging (MEFPAK) Responsible Agencies (MRA) Training Manager for Air Force (AF) Medical Readiness Programs.
Duties
Serves as command headquarters subject matter expert (SME) and training manager.
Provides Ground Medical Readiness Training oversight.
Documents planning and programming decisions in appropriate formats to meet AF and MAJCOM training requirements.
Prepares and delivers a variety of oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, and make recommendations to senior managers and decisions makers.

- A bachelor degree in public administration, business management, logistics, or related discipline with at least five years specialized medical readiness experience;
- Cont. or ten years specialized medical readiness or logistics experience, with a minimum of five years in medical readiness is highly desired
- MAJCOM/MEFPAK level or higher staff experience is highly desired
- Incumbent may be subject to other than normal duty hours and may be required to travel away from the normal duty station on military and commercial aircraft to attend conferences, meetings, or other work-related functions
- Position may require successful completion of various federal emergency management and or operations courses relevant for successful performance of the position
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes : 1) knowledge of the Deliberate and Crisis Action Planning and Execution System (DCAPES), Manpower and Force Packaging System (MANFOR), Medical Readiness Decision Support System (MRDSS), Defense Medical Logistics Standard System (DMLSS), Logistics Force Packaging System (LOGFOR)/Logistics Module (LOGMOD) and MEFPAK/Pilot Unit Processes; 2) applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command training plans and programs; 3) planning concepts, systems, command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; 4) planning, organizing, developing, and conducting studies or training programs, make recommendations and develop solutions on substantive development programs, and negotiate effectively with others to accept and implement recommendations, where the proposals involve substantial resources to assigned portions of broad, important, and severe command operational and contingency areas.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the following systems: Deliberate and Crisis Action Planning and Execution System (DCAPES),Manpower and Force Packaging System (MANFOR), Medical Readiness Decision Support System (MRDSS), Defense Medical Logistics Standard System (DMLSS), and Logistics Force Packaging System (LOGFOR) /Logistics Module (LOGMOD).
2. Knowledge of basic budget preparation as it applies to preparing medical readiness training budgets. Knowledge of various office automation software programs, tools, and techniques to support office operations, maintain files/records and locate/assemble and or produce a variety of documents, such as letters, reports, spreadsheets, database, graphs, inquires, and technical correspondence.
3. Knowledge of program analysis functions including planning, programming, budgeting, procurement, medical logistics, and resource management.
4. Ability to work well within a more complex group dynamic and lead assigned working groups.
5. Knowledge of AF Mc-CBRN programs and objectives and skill in developing, synthesizing, and conducting comprehensive medical readiness training plans, and preparing solutions to resolve substantive training problems.
6. Ability to communicate complex issues effectively both orally and in writing; negotiate and work through complex issues, and maintain positive and professional working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
