You will serve as an IT SPECIALIST (PLCYPLN) in the ENTERPRISE SERVICES BRANCH, LIVE VIRTUAL CONSTRUTIVE DIVISION, RANGE SYSTEMS ENGINEERING DEPARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties
You will serve as the Public Key Infrastructure Program Manager responsible for the Navy Continuous Training Environment (NCTE) Program's Public Key Infrastructure (PKI).
You will serve as a National Security System Local Registration Authority (NSS LRA) and Alternate Token Issuance Management System Token Issuer (ATIMS TI).
You will serve as the primary point of contact for program audits and inspections and serve as action officer for any findings.
You will manage and oversee classified and unclassified Trusted Agents (TAs) assigned to the NCTE Program including completing TA designation packages and providing training.
You will respond to programmatic tasking and emergent requirements by providing analyses of alternatives and business case analyses including preparations of presentations, point papers, and other documents as required.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the NT-05 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating Public Key Infrastructure (PKI) Program requirements to conduct audits or inspections, resolve findings, and monitor compliance with Public Key Infrastructure policies and procedures.
For the NT-04 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing Public Key Infrastructure (PKI) requirements to resolve issues and monitor compliance with Public Key Infrastructure policies and procedures.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

For the NT-04 pay band only:
A Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
