About the Position: This position is located within the CHRA Soldier and DoD Human Resources Directorate, DoDEA Civilian Human Resources Service Center, and may be eligible for local commuting area remote work in the future as determined by agency policy. This position may be filled at the GS-09 or GS-11 level. If selected at the GS-09, noncompetitive promotion to the full performance (GS-11) level is authorized.
Duties
Evaluate and recommend alternatives to management to find appropriate civilian human resources solutions.
Advise managers and supervisors on civilian human resource requirements, resources, and problems.
Utilize a wide range of civilian human resources practices and policies to provide civilian human resources management advisory and technical services.
Conduct job analyses, prepare vacancy announcements, determine qualifications, produce referral lists, and/or set pay using various human resources automated systems.
Manage and maintain visibility of civilian personnel requests throughout their lifecycle.
**These duties are described at the full performance level (GS-11). The GS-9 level is developmental leading to such performance.**

Specialized Experience for GS-9: One year of specialized experience which includes advising management on multiple recruitment strategies; developing occupational assessment questionnaires; developing job opportunity announcements in USAStaffing or equivalent HR automated system; reviewing job applications to determine eligibility and qualifications of candidates; and coding personnel actions in accordance with applicable regulatory guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for GS-11: One year of specialized experience which includes interpreting and analyzing civilian human resources laws and regulations to advise on recruitment and staffing process and functions (i.e. special placement programs, competitive and non-competitive recruitment strategies, special hiring authorities, special pay incentives, etc.); resolving pay setting issues/inquiries; providing recommended courses of action on civilian human resources problems/issues; creating a variety of human resources products (i.e. occupational assessment questionnaires, vacancy announcements, referral lists, coding personnel actions, etc.). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
-For the GS-09, must have 52 weeks at the GS-07 (or equivalent)
-For the GS-11, must have 52 weeks at the GS-09 (or equivalent)
Education
