Duties

This position is part of the Missile Defense Agency, Missile Defense Agency. The incumbent will be responsible for serving as the a Protocol Officer for the Huntsville/Redstone Arsenal region of operations as well as developing Agency-wide protocol program policies. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a Protocol Officer at the NH-0301-4 some of your typical work assignments may include: Serve as a Protocol Officer for the MDA Redstone Arsenal region of operations. Conceptualize, plan, coordinate, facilitate, and execute protocol requirements and support for VIP and high-ranking US and foreign visitors and other guests visiting the agency; large national and multi-national missile defense conferences (with multiple thousands of attendees); Congressional breakfasts and receptions; Executive Leadership off-site meetings; large, agency-wide awards ceremonies (with multiple thousands of attendees); missile defense site and building dedication ceremonies; and MDA community relation events, such as town hall meetings and other agency-wide events. Conduct continuous analysis and evaluation of protocol plans and programs from technical, financial, contractual and operational points of view. When required, revise or develop Agency-wide protocol program policies. Manage Agency Organizational Representation Funds, to host official receptions, dinners, and similar events and to otherwise extend official courtesies to guests of the United States and DoD in accordance with applicable DoD Instruction. Independently resolve problems impacting the protocol program that extend across organizational and agency lines. Brief executive leadership and ensure their personal requests are coordinated within the particular framework of the ceremony when feasible and proper. Provide advice and input on cost, contractual considerations, method and direction for protocol activities. Develop events suitable for a variety of public audiences to enhance the understanding of the MDA as well as the attitudes and practices advocated by the agency director. Manage protocol requirements, objectives, and metrics; resolve conflicts among schedules, funding, and resources. Develop protocol program policies, resolve critical problems or issues, and coordinate major protocol functions throughout the agency. Provide protocol policy guidance to action officers and technical experts throughout the agency. Serve as a technical authority on protocol issues. Communicate protocol program results to all levels within and outside the agency. Analyze, evaluate, and propose solutions to highly complex and highly sensitive issues that cut across cultural, political, and ethnic boundaries. Oversee and execute projects that demand varying degrees of involvement and directs support of disparate elements of various organizations. Plan and execute complex multi-faceted projects; identify and analyze problems; identify sources of information; conduct research; interpret data; summarize results; and make appropriate recommendations.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Conceptualizing, planning, coordinating and executing protocol support for high-ranking US and foreign military leaders and other guests; planning and executing large, high visibility events such as multi-national conferences, Congressional engagements, agency-wide awards ceremonies, building dedication ceremonies and community relation events. Conducting continuous analysis and evaluation of agency wide protocol plans and programs from technical, financial, contractual, and operational points of view. Independently develop solutions to problems impacting programs that extend across organizational and agency lines. Communicating and working effectively with military General Officers, Flag Officers and members of the Senior Executive Service in order to ensure their personal requests are coordinated within the particular framework of an event when feasible and proper. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
