The primary purpose of this position: To serve as Intelligence Systems Analyst and technical advisor for PACAF Intelligence units in the AOR on all matters pertaining to Intelligence, Surveillance, Reconnaissance systems program management. *** Salary ranges include local market supplements *** The organizational location of this position is: Directorate of Intelligence, JSR Strategies & Plans Division (A2X), Hickam Air Force Base, Hawaii.

Duties

DUTY 1: As Intelligence Systems Analyst, plans and develops training methods, procedures, policies, techniques and guidance concerning unit identified, local and downward-directed C4ISR systems/projects. Implements communication programs and special projects. DUTY 2: Intelligence information systems administrator. DUTY 3: Intelligence Information Assurance Officer and Systems Security Officer. DUTY 4: Performs on-time help desk customer service support and trouble call response.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to work other than normal duty hours (0800-1700), which may include weekends, and/or holidays and/or overtime.
  • The incumbent may be required to work independently in the absence of the supervisor, requiring process oversight, schedule development, equipment management, and individual problem resolution.
  • Work may occasionally require travel away from normal duty station on military/commercial aircraft.
  • May be required to guide and/or train lower graded employees, military personnel, federal employees and contractors.
  • Position requires that the employee obtains and maintains a Top-Secret security clearance.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and demonstrated expertise in a variety of information technology functions, techniques and capabilities including Internet, Intranet, and extranet servers, computer/data security, and network infrastructure. Knowledge of principles, concepts, techniques, standards, processes and guidance for C4ISR using off-the shelf software and hardware applications with the ability to relate each to diverse processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and demonstrated expertise in a variety of information technology functions, techniques and capabilities including Internet, Intranet and extranet servers, computer/data security, and network infrastructures. 2. Knowledge of principles, concepts, techniques, standards, processes and guidance for C4ISR using off-the shelf software and hardware applications with the ability to relate each to diverse processes. Ability to share knowledge of information technology and automated data processing hardware and software in individual or group training environments. 3. Ability to develop and apply improvements in and design new work methods and procedures using off-the-shelf software and hardware. 4. Knowledge of program management work methods and procedures with the ability to apply these skills in the support and implementation of downward-directed and unit information technology and network projects. 5. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound and effective decisions. Ability to communicate effectively with others, both verbally and in writing, in developing solutions to technical problems or in answering questions relating to management reviews, investigations, inquiries, and daily work projects. 6. Knowledge of automated data processing equipment accountability and inventory procedures. Knowledge of Air Force information and computer security management, requirements, procedures and programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
