About the Position: The incumbent will serve as a Supervisory Financial Management Analyst at the G8, Fires Center of Excellence (FCoE) located at Fort Sill, OK.
Duties
Develop and validate organizational resource requirements.
Develop and maintain an organizational spend plan.
Develop resourcing and funding strategies.
Lead a Program Budget Advisory Council governance process.
Implement and execute strategies to improve business performance.
Establish and maintain key performance indicators regarding obligations of funding.
Analyze and evaluate financial system business intelligence reports.
Develop fiscally sound and legal resourcing solutions for the Directorate.
Analyze organizational programs for future resource requirements.
Conduct cost-benefit analysis for planned and unplanned changes to program.
Provide acquisition management oversight.
Synchronize manpower actions with budget administration functions.
Ensure fiscal stewardship, audit readiness, and oversight of risk management internal controls.
Supervise financial management analysts, a management analyst, and an accountant.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08); upon entrance and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, 17-Nov-2011.
- FINANCIAL MANAGEMENT Level 2 Certified required. Required to comply with all DoD and DOA requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Incumbent must be available for TDY 10% of duty time.
- Incumbent must obtain and maintain a Fiscal Law Certification.
- Incumbent must obtain and maintain a Secret Security Clearance.

Specialized Experience: One year of specialized experience which includes the following: Demonstrated experience in budget formulation, allocation and execution of a large funding program; Analyze financial management activities, processes, and business practices to recommend improvements to management; Ensure compliance and adherence to regulations, laws and policies within a financial operation; Use computer software programs that support financial systems such as word processing, spreadsheets, General Fund Enterprise Business Systems to formulate a multifunctional budget for multiple organizations with diverse missions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
