The Program Specialist - Telehealth serves under the Associate Director of Patient Care Services (ADPCS)/Nurse Executive and reports to the ADPCS. This position is located at the VA Medical Center in Louisville, Kentucky.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but are not limited to: Manages Telehealth Orphans/Encounters for timely Telehealth Encounter closure. Reviews authorization of Virtual Care clinic profiles using proper Decision Support Systems coding and Network clinic virtual care naming conventions. Develops Telehealth Service Agreements (TSA's) for new Virtual Care Services and keeps current TSAs updated. Ensures the facility has appropriate resources for education of scheduling of virtual care appointments in guidance from the National Office of Connected Care. Maintains responsibility for overall planning, coordination, implementation, management and evaluation of clinical applications of telehealth, with emphasis on improving health care access to all Veterans, especially targeting the rural population. Assures that the facility establishes and utilizes appropriate VHA workload reporting and data management systems for Outpatient Care Clinic Programs. Monitors core quality and performance measures and works with the Coding Manager to provide appropriate activity coding to all sites for consistent and appropriate workload tracking. Communicates and collaborates with VISN Telehealth program office concerning telehealth technology as well as the Office of Information and Technology and other technical staff in the development, implementation, and operation of telehealth applications with regard to technology and connectivity, which includes wide area network (WAN), local area network, (LAN); and band width issues. Ensures functional linkages across the continuum, (Connected Care Home Telehealth, Clinical Video Telehealth and Connected Care Store and Forward) with regard to various telehealth clinical applications, including but not limited to tele-mental health, tele-retinal imaging, tele-dermatology, tele-surgery, home telehealth, tele-pharmacy, tele-rehabilitation, tele-patient education, and tele-endocrinology. Establishes, expedites, and reviews consolidation packages, including unique, emergent, and complex requirements, to meet timely and technical needs of assigned acquisitions. Verifies facility outpatient care programs comply with internal and external directives/guidelines and processes. Performs other duties as assigned. SPECIALIZED EXPERIENCE: Requires one year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes coordinating telehealth projects and programs; providing support to a telehealth program; collecting/analyzing data and preparing reports; and utilizing electronic health records. (Resume(s) must clearly support the duties and experience required for this position. We will not make assumptions regarding experience.) -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Only education in excess of a master's degree (excess of 36 semester hours) is creditable to meet this requirement. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work may involve some degree of physical effort in testing and operating equipment. The employee may be subjected to stressful situations, as video teleconferencing and telemedicine systems can require immediate responses to unpredictable problems.
