The primary purpose of this position is to serve as a technical budget analyst, performing a wide range of budgetary and financial analytical duties.
Duties
Leads and/or performs specialized, individual analyses and impact studies in support of a variety of functional and operational programs.
Performs budget administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from reimbursable accounts; and refunds.
Provides advice, assistance, and guidance on financial information.
Conducts analyses, reviews, and special studies of financial operations and/or related information.
Serves as the primary Financial Management directorate representative for the MAJCOM Mission Area Plan (MAP) process

Qualifications

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grad GS-11, or equivalent in other pay systems. Specialized experience includes serving as a budget analyst in the installation's budget office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets and economic and cost analysis studies for substantive programs and support activities. Responsible special studies, initiatives, and higher-level reviews. Works special programs to include but not limited to BRAC, enhanced use lease, and cost sharing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes.
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to programs/organizations.
3. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
4. Knowledge of and skill in using cost estimating techniques and methodologies to performs studies and develop unit cost analyses.
5. Knowledge of automated data processing concepts and systems capabilities to accomplish financial, budget, programming, and funding tasks.
6. Skill in the application of analytical methods and techniques (e.g., cost benefit analysis, amortization, depreciation, regression analysis, and pro-rating revenues and costs among customers), mathematical and statistical analyses, and various cost estimating techniques to analyze md evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
7. Skill in formulating, justifying, and/or analyzing requirements of assigned financial programs.
8. Ability to gather, assemble, and analyze data to prepare budget/financial cost estimates, develop alternatives,
funding requirements, and make recommendations to resolve financial/funding problems.
9. Ability to communicate effectively, both orally and in writing, to justify, defend, present, advocate, and/or advise on financial processes, actions, and decisions.
10. Knowledge of programs and their financial requirements in order to provide leadership, guidance, and direction to subordinate group financial personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
