About the Position: Fort Carson is a United States Army post located directly south of Colorado Springs in El Paso, Pueblo, Fremont, and Huerfano counties, Colorado, United States.
Duties
Process current deaths of service members and their dependents, Department of the Army Civilians (DACS), Active-duty National Guard and Army Reservists.
Serve as Contracting Office Representative (COR) for the Army requirements contract for mortuary services in the Area of Responsibility (AOR).
In depth knowledge of billing and reconciliation procedures, procurement ethics and standards of conduct, credit card holder responsibilities, and appropriate budget procedures in order to review all invoices, resolve discrepancies.
Coordinate with the Army Component Command and all Army units within the AOR and other Military Services as required.
Provides expertise in the analysis, testing, and evaluation of the emergency and evacuation planning, operations, and response of the Casualty Assistance Center in the event of multiple military Casualties.
Working knowledge of the Federal Acquisition Regulations and the Defense Federal Acquisition Regulations in order to perform duties.
Working Knowledge of orders processing procedures and regulations in order to brief and dispatch escorts.
Knowledge of contracting and inter-service support agreements to administer local and one time mortuary service contract.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Performs 24-hour casualty assistance duties and must be immediately available to respond.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- Employee must maintain training in applicable policies, techniques, tactics, and procedures.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the education/experience requirements described below. Specialized Experience: One year of specialized experience which includes assisting with the administration of a mortuary affairs program to meet policy and regulation, In depth knowledge of billing and reconciliation procedures, procurement ethics and standards of conduct, credit card holder. Additionally they are responsible for integrating casualty operations into Garrison Plans that support the Combatant Commander and other Non Combatant Commander Plans, and coordinating with emergency management officials and Medical Treatment facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Mortuary Science. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
